If I craft its epic version, it does indeed create the epic overwatch but it does not consume the rare overwatch, so I can still craft a new one. I think the fact that they are iconic or whatever and can be remade isn't necessarily connected to this but there is, they say, a bug relating to iconic items with this flag.
