Make sure you have the correct mic device selected in Steam settings (I think CS:GO uses this setting but double check that there isn't a separate selection in-game). Not sure, but try disabling auto sensetivity in your voice and video settings, thats what worked for me when i was cutting out and i also used to fix it by rejoining the call.
