Yes. They are torque to yield bolts. The intake needs to be replaced or a fix kit installed if the check valve is gone. You could try using sealant if you want too. Personally I would recommend replacing the timing cover gasket. Those bolts pass through the timing cover into the block.

The oil filter cap is tight and not leaking. The car is outside the power train warranty. The bolts in that area are tight.The oil in the intercooler pipe could be a sign the seals in the turbo are going bad.
