Here in this screen capture you can see two circled items in red. Top right is an example of planet designation, capital world, being displayed instead of planet class (albeit an example of ants really), lower circling is the option in the menu to enable said setting.

Most of the designations have a cost reduction on building districts related to them - I think this is an attempt at Stellaris to guide planetary development, rather than buff what's already built. It might be set up this way to try to work with the automated build order, but I'm too afraid to click that on in my current game to see.

Generator designation will give you +20 energy per month, mining designation will give you +15 minerals per month, and rural will give you +8 energy and +6 Minerals. Rural is just giving you less than picking one or the other designation.
