I set a base at 350u from settlement, and a short distance teleporter from base to the settlement's border. No problem noticed. And today I noticed the full build menu is available in the office's rooftop; I think I will try to extend the teleporter to the office. I have a base in the top of a hillside cliff from my settlement, about 300m away.
