If your 6 gear pieces including the memento give you +1 skill tier each you'll be at skill tier 6, not overcharge. To get into overcharge, you then need an extra +1, eg from either a talent on a gun or gear being triggered for a temporary boost or you could run the Technician specialisation which will also give you a permanent +1 skill tier.

If RNG doesn't roll in your favor, then the Countdown credit can be used to buy Exotic Caches at the Countdown Vendor Station. If you can run General Anderson solo it's a fast exotic farm. Got my first Memento in Summit on Normal, with Backpack as targeted loot. I figured I didn't care about the roll, just wanted it to drop, and Normal would get me faster through the regular floors to the lieutenant and boss floors. Edit: match make and mention in chat that you're farming Memento.
Good luck out there. Targeted loot, no specific way. it's a world drop, best way to farm it is backpack targeted loot. Ask a hunter nicely he will direct you to the Outcast who made it for him. Targeted loot is good, open your exotic caches as well. Don't worry dude I've been farming solid for 4 weeks and no dice.
