Madden devs never took onto account the cpu won't be smart enough to give more money to players that don't have the interest in the teams they are currently on. Like if I'm the 49ers and boss comes up in giving him the money regardless of interest levels whereas the cpu just offers the neutral offer regardless or less if they don't have money.
