Sometimes it will turn fine, and sometimes the wheel takes two hands to turn its so hard. Its almost as if the system is out of oil.

You may be getting an air-lock in the rams. The frame on my CS is rock solid - unless I've picked up too much weight in the bucket (or a very heavy uneven load - like a 15 foot long tree trunk) and then I can feel one rear wheel leave the ground. And pricing them on Google it seems a 5' is $1,000 to $1,500 depending on brand.
