However, the key will be carrier's ability to count all other mail, bundled flats, raw mail in tubs, sequenced flats, EDDM and see these numbers reflected on the report. Carriers in past counts have validated the counter's numbers.

This isn't a typical mail count. It's a mini mail survey. You should be counting your Forward tags, the hand sorted letters and flats from the station, and your miss sorted DPS and any markups from the DPS. With RRECs, say an apartment complex opens the day after the mini mail count ended. You deliver for the next 6 months with no pay increase, and then on the next mini mail count you bust, and immediately, the route is cut. You never got paid for that 6 months of extra work.

No idea on how much RRECS supports base evaluation time, because a lot of standards dropped for mail.
