If there is tracking the buyer can't cancel. Mercari only allows cancels if the package has never tracked. They also do not allow returns because an item arrived late. If the buyer tries to return, you may be given the option to allow it. Up to you since this is a repeat buyer and it may be a goodwill gesture for future orders.
