I think you have to run all the lost sectors before it unlocks. there is 5 in that zone i think. Yes! You have to discover all lost sectors! Thank you! Haven't had this happen in other areas. As long as I completed the lost sector itself or 3-4 on an area the legendary one is still playable. It's weird this is the only exception.

The websites that tell you are probably wrong cause there was some lost sectors added to the rotation this season. Don't use Todayindestiny or any other website for a few weeks. Haven't obtained a single exotic yet from lost sectors that has max stats, feel like I should just wait for Xur. Today In Destiny is out of date with the current season because the Lost Sector rotation has changed.
